These funds will be available through the end of September 2023.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The goals of these funds include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Paying for distance learning<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Making schools safe for in-person instruction<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Caring for the physical and mental wellbeing of students<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Compensating for learning loss that took place as a result of lockdowns<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Funding from this bill represents the largest one-time federal funding of the American education system ever.\u00a0<\/span><a href=\"https:\/\/blog.edmentum.com\/education-funding-what%E2%80%99s-president-biden%E2%80%99s-american-rescue-plan-schools\"><span style=\"font-weight: 400;\">Previous stimulus packages<\/span><\/a><span style=\"font-weight: 400;\"> allocated funds to the K-12 system, but not to this extent; the original relief bill, passed in March 2020, allocated over $13 billion, while the second bill, passed in December 2020, delivered $54 billion.<\/span><\/p>\n<h3><b>A much-needed boost to the K-12 system<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Researchers from the\u00a0<\/span><a href=\"https:\/\/www.cbpp.org\/research\/state-budget-and-tax\/american-rescue-plan-act-includes-much-needed-k-12-funding\"><span style=\"font-weight: 400;\">Center on Budget and Policy Priorities<\/span><\/a><span style=\"font-weight: 400;\"> note that this injection of funding was sorely needed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">States and localities have historically funded K-12 education; states provide approximately 47% of funding, while localities provide 45%, and the federal government funds the difference. However, the health crisis that unfolded in 2020 led to budget cuts to education.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the American Rescue Plan, school districts can expect to receive\u00a0<\/span><a href=\"https:\/\/www.chalkbeat.org\/2021\/3\/12\/22328181\/schools-stimulus-money-questions\"><span style=\"font-weight: 400;\">approximately 2.2 times<\/span><\/a><span style=\"font-weight: 400;\"> the allocation from the previous federal aid package. The government will distribute the funds in such a way that poverty will be closely tracked. That tracking ensures school districts in dire need of funding will receive it to best support their students. Moreover, states won\u2019t need to cut education budgets as a result of this funding and additional government allocations.<\/span><\/p>\n<h3><b>Important provisions in the American Rescue Plan of 2021<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">There are a few important provisions in the American Rescue Plan that pertain to education:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">State education agencies must distribute at least 90% of the funds to local education agencies based on their proportional share of Title IA funds<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/bellwethereducation.org\/publication\/american-rescue-plan-act-2021-analysis-funding-education-children-and-families\"><span style=\"font-weight: 400;\">State education agencies<\/span><\/a><span style=\"font-weight: 400;\"> must spend at least 5% of funds to address learning loss, 1% of funds on summer programs, 1% on comprehensive evidence-based after-school programming, and not more than 0.5% can be used on administrative costs<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Local education agencies must reserve\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1319\/text#toc-HC9CE46A721204EB081A88ACD8FB287D5\">at least 20% of their funding<\/a> to address learning loss<\/li>\n<\/ul>\n<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-47846\" src=\"\/us\/en\/blog\/wp-content\/uploads\/2021\/05\/education.jpeg\" alt=\"RingCentral for Education\" width=\"930\" height=\"618\" \/><\/p>\n<h3><b>How can local education agencies address learning loss?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The bill is clear about how local education agencies can address learning loss:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Learning or summer enrichment programs<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Extended day<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Comprehensive afterschool programs<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Extended school year programs<\/span><\/li>\n<\/ul>\n<h3><b>What about leftover funds?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">What happens if there are leftover funds?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Local education agencies have some discretion about what they can do with leftover funds. These funds can be allocated in a variety of ways\u2014the only requirement is that they further educational goals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One approved use of funds is purchasing technology for distance learning (more on that later).<\/span><\/p>\n<h3><b>Can we expect further government funding for K-12 schools?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The American Rescue Plan might not be the last stimulus package that will boost funding for K-12 schools. Experts predict that President Biden will follow through on his promises to strengthen the American K-12 system through increased funding.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">President Biden\u2019s plans include tripling Title I funds from $15 billion to $45 billion a year, which would ideally level the playing field for all American students, regardless of their backgrounds.<\/span><\/p>\n<h2 class=\"heading h2\"><a id=\"funds-right-technology\"><\/a><b>Use funds wisely\u2014invest in the right technology<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">As mentioned earlier, one way in which local education agencies can spend their funds is to invest in distance learning platforms.
